
The Village Manager is the Chief Administrative Officer (CAO) appointed by the Village Council to manage the affairs of the Village. The Village Manager is responsible for the day-to-day operations of the Village, provides overall direction to and is responsible for the management, staffing, administration and operation of all Village Departments. It is the duty of the Village Manager to provide reports to the Council in regard to ongoing activities within the Village as well as evaluating services and making recommendations for the improvement of operations. The Village Manager is also responsible for seeking grant monies under the Councils direction and executes the Village Councils decisions.

The Village of Kingsley Zoning Administrator administers the Village Code of Ordinances in respect to land use and development. Ordinances regulate the type of uses allowed on land within the different zoning districts. These Ordinances also regulate the size, height, and location of buildings. The Zoning Administrator also acts as a code enforcement officer issuing warnings and citations for nuisances and ordinance violations. The DPW is responsible for the maintenance and general up-keep of the City streets, storm sewer drains, and detention basins, buildings, public grounds, street trees, sidewalks, waste water treatment, parks maintenance and water and sewer mains.

The Village Clerks Office serves as the information center for the Village. This includes maintenance of all official city records, including ordinances, resolutions, deeds, agreements, Village Charter. The Clerk is responsible for the preparation of Council meeting minutes, publishing all legal notices relating to Council and commission meetings, public hearings, and election notices. The Clerk affixes the Village seal on legal documents.

The Village Clerk maintains the voter registration file and acts as election officer in conducting all elections, complying with Federal, State and local laws. The City Clerk performs other activities prescribed by law including administration of oaths of office.
